I've been shouting it for years. He can say "I feel strongly that there was a relationship between Iraq and Al-Qaeda" all he wants. I feel strongly that I should be able to pay my doctor bills and not break my bank account every month too.
Still, that statement doesn't pertain to the fact that THERE WAS NO LINK! He blamed it all on Director of CIA at the time. Nice...

Several months after the Sept. 11 attacks, Cheney said it was “pretty well” confirmed that Mohamed Atta, one of the leaders of the attack, had met with a senior Iraqi intelligence official in Prague in April 2000, according to a Washington Post account. Cheney later said the meeting’s existence couldn’t be proven, the Post said.

I believe that if you watch the YouTube video titled "Cheney: I never linked Iraq with 9/11. Oh really?" you can see where he said this. Although, he actually starts it off saying "the Czech's allege"... Unless someone knows of another time that is the best I can help you with.
As much as I hate the guy there is a difference between stating something that is proven to something that has been alleged. However, it's still a link. Perhaps there is another time he said this. Also, I don't know if it was simply faulty intelligence on Czechoslovakia's part or Cheney misleading on purpose.
